Welcome to our school family!  I am very happy you have chosen our school and staff to grow with your child/children in a faith environment.

Every family has certain rules and regulations, as does our school family.  The policies and regulations in this booklet have been carefully prepared in an effort to create the best learning, teaching and growing atmosphere for your child/children.

MISSION STATEMENT OF ST. FELIX SCHOOL

We are a Catholic Christ centered school dedicated to life-long learning where students are encouraged to develop spiritually, academically, socially, and morally.

ST. FELIX SCHOOL PHILOSOPHY

        St. Felix Parish School is a Christ centered faith community. 

            Parents, staff, and the church community promote life-long learning through a variety of experiences, which will enhance the spiritual, academic, and moral growth of each child.

            The truths of the Catholic faith found in Scripture and tradition nurture each student’s relationship with Jesus.  We strive to provide each student’s faith response to promote justice and peace as a follower of Jesus.

            St. Felix curriculum strives for academic excellence through creativity, knowledge, and personal growth.  We foster a structured and loving environment in which each child will be encouraged to develop critical thinking skills.

            Finally, St. Felix School strives to enable students to respect themselves and others, develop a sense of self-worth, and motivate students to reach out to others in loving service.

            The goal of St. Felix School community is to develop our students spiritually, academically, socially and morally as a faith community who show love of others as they live as Christ’s disciples in the world.

ST. FELIX SCHOOL GOALS

The staff of St. Felix School strives to implement this philosophy with the following goals and objectives.

 GOAL: To develop a Christ-centered relationship with students, parents and staff.

 OBJECTIVE: To show love, respect, and concern for all of creation in work, prayer, play, and sharing.

 GOAL: To educate the total child in an integrated, basic, and sequential curriculum that will prepare the student for lifelong learning.

 OBJECTIVE: To provide the opportunity for each child to develop intellectually, according to his or her ability.

GOAL: To develop in the child and those people involved in his or her education, a positive self-attitude.

OBJECTIVE: To provide our students with experiences of positive reinforcement by living in a Christ like manner, with love and respect for one another.

ACCIDENT/ILLNESS

In case of accidents or illness at school, parents/guardians will be notified as soon as possible.  If the parents/guardians cannot be reached, the listed emergency number will be called.  If a parent/guardian cannot be contacted and the accident or illness requires medical attention, the child may be taken to the clinic or hospital.

ACCREDITATION

St. Felix School is in good standing with the State of Minnesota Non-Public Accreditation Association.  St. Felix School is also a member of the National Catholic Education Association and the Minnesota Catholic Conference-Department of Education.

ADMISSION POLICY

Children entering Kindergarten must be five years of age by September 1 of the school year.  A record of immunization history is required at enrollment.  St. Felix School will accept students of any religious conviction or ethnic background.  Every student is considered part of the total Catholic Christian school community and is therefore expected to participate in all classes and activities.  However, if an exception is required, a written statement must be submitted.  St. Felix School gives preference to enrollment to St. Felix Church members, members of cluster parishes and non-members who are already enrolled at St. Felix School. Students admitted to St. Felix School must have all necessary records from any previous school if applicable, forwarded to the office.

AIDS POLICY

Students with HIV viruses will not be excluded from our school so long as their attendance does not create a substantial risk of the transmission of illness to children or employees.

ANTI-DISCRIMINATION POLICY

In the operation of Saint Felix School, no child will be discriminated against because of race, sex, color, national origin, age or disability. 

ARRIVAL/DISMISSAL PROCEDURES

  1. Entrances/exits - the entrance doors to the Gathering Area are unlocked during the school day. Doors to the playground are unlocked only for entrance in the morning. Any exit door may be used for adult exit.
  2. Parking - please park on the opposite side of the school to keep the area open for busses.
  3. Arrival times: School Doors open at 7:45. Busses Arrive between 7:45 - 8:00.
  4. School Hours: 8:00 to 3:00.
  5. Dismissal Times: Walker Bell 3:00, Early Bus 2:45, other busses 3:05.

ASBESTOS

There is asbestos in the thermal system insulation and a low grade in the remaining old floor tile located in the teacher’s lounge and office only.  It will be removed according to the State Management Plan, which is filed in the school office.

ATTENDANCE

Regular attendance of the child, as well as punctuality, is a necessary requirement.  Parents must call in the morning when a student will be absent.  Students absent for any reason will be required to make up the work missed within a reasonable amount of time.  Absence from school without sufficient reason must be considered an unexcused absence.  Seven unexcused absences are by law considered truancy and will constitute an immediate conference between parents and principal.  If unresolved, the problem will involve a social worker from Wabasha County.

Absenteeism

When a student is absent for any reason, parents or guardians must send a written excuse prior to the absence or call the school office the morning of the absence; otherwise the office personnel will call the parent or guardian.  Regular attendance is expected; for prolonged or chronic illness a doctor statement will be required.

No student may leave the school premises at any time without authorization of the parent or guardian and approval of the principal.   The school does not accept responsibility for any student who leaves the premises without permission.

If appointments must be made during school hours, a written or verbal request from the

parent or guardian is required in advance.  No student is released unless the principal knows the reason for the release and the person to whom the student is released.  Adults are to come to the office before taking a student out of school.

Illness

It is suggested that children should remain at home if they are feeling ill or have a severe cold.  Staying home and resting allows the body to combat the illness more quickly.

If your child is coming down with a communicable disease, please keep your child at home.

Children may return to school when free of symptoms, when temperature remains normal

for a 24 hour period, or when so advised by a doctor.

Vacation

One-week advance notice must be given to the teacher before a planned vacation.  All work must be completed according to directives of the teacher or one week following the vacation. 

BAND

Students in grades 4, 5 & 6 are invited to participate in the St. Felix School band program.  Band lessons are scheduled with the St. Felix School band director.

BICYCLES

Students riding bicycles to school are to get off their bike and walk it to the bike rack when they enter the playground.  They should do accordingly when leaving the school playground.  Skateboards and shoe-skates are not allowed on the playground or in the school building.

CALENDAR 

The school calendar is set by the Administrator and approved by the St. Felix Board of Education.  It is based on the Wabasha-Kellogg public school calendar.

CANCELLATION OF SCHOOL

St. Felix School will conform to School District 811 with regard to inclement weather, school dismissal, or late starts.  These decisions will be aired on WCCO 830 AM, KROC 1340 AM, KWMB 1190 AM, FOX 102.5 FM, and TV Channels 4,5 9,10 and 11.

CHILD ABUSE

By law, school personnel are mandatory reporters of suspected child abuse or neglect situations.  By definition, “…. child abuse and neglect means the physical or mental injury, sexual abuse, negligent treatment or maltreatment of a child under the circumstances which indicate that the child’s health or welfare is harmed or threatened thereby….” (The Child Abuse Prevention and Treatment Act, Pal. 93427.)

COMMUNICATIONS WITH PARENTS/GUARDIANS

The school has established ways of communicating with the parents/guardians of its students in order to increase the understanding of the school's mission, programs, and goals in general. The following means of communication are used to share information with parents/guardians concerning the functions of the school and progress of their child(ren).

2.  Communication Envelope/Newsletter

Each Friday there will be updates on ChurchWerks as well as the Classroom webpages. The youngest student from each family will take home a communication envelope each month. This envelope will contain classroom notes, pertinent notices, calendar updates and lunch menu. The envelope needs to be returned. Tuition and lunch money can be returned in this envelope.

3.  Evaluation

Report Cards/Progress Reports are issued at the end of each quarter. Reports are sent at mid-trimester to parents/guardians whose child(ren) is/are performing on a less than satisfactory level. These reports must be signed by parents/guardians and returned to school.

COMMUNICATION PROCEDURES

To help with the lines of communication between teachers and parents/guardians, the following actions should be taken:

·                        If the parent/guardian has a concern about what is happening in the classroom, please make an appointment with the teacher.

·                        If you have met with the teacher and are not satisfied, then make an appointment with the principal. At that time, a meeting with the teacher, student, principal and parents/guardians may be called.

·                        If you are still not satisfied with the results of the meeting with the principal, then make an appointment with the canonical administrator or pastor.

CONFIDENTIALITY

School personnel and volunteers will keep confidential information entrusted to them so long as no-one’s life, health or safety is at stake.  Parents will be notified of teacher concerns.

CRIMINAL BACKGROUND CHECKS

St. Felix is in accordance with Minnesota State Statutes regarding background checks. All employees and other individuals who provide services directly to students one-on-one have had an extensive criminal check.

CRISIS PLAN

An emergency plan is on file at St. Felix School.  In the case of an evacuation, parents will be notified where their child/children are to be picked up.

CURRICULUM

The core curriculum includes religion, mathematics, reading, language arts, science, social studies, physical education, music, and art.  Spanish will be taught to students in grades K-6. The complete Curriculum Handbook is available in the office and classrooms.  Parents may request to review it. 

CUSTODY

Parental custody documents should be on file in the school Office. Two individual monthly informational packets may be sent to each parent upon request.

DATA PRIVACY

Saint Felix follows the federal Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. section 1232g and the regulations that implement it (34 C.F.R. part 99). FERPA says that data about students are available to the parents of the student and those school staff members who have a "legitimate educational interest." There are exceptions to this general rule and they are more fully outlined in the federal regulations. Minnesota law also provides that most data about students are accessible to the student, the student's parents and those whose job duties reasonably require access. See Minnesota Statutes, section 13.32. In the case of custody issues or other parenting arrangements not involving birth parents, a copy of the decree showing proof of custody will allow us to release information to appropriate parties.

DISCIPLINE

Discipline is a necessary part of school operation as a means of preserving order that each student might have the proper environment for learning development. St. Felix School adopted the Love and Logic method of discipline. The two rules of Love and Logic:

 Rule #1: Adults set limits without anger, lectures, threats, or repeated warnings.

 Rule #2: When children cause problems, adults hand these problems back in loving ways.

Students are required to show proper courtesy to all other students and adults.  Flagrant or repetitious lack of respect, cooperation, and/or courtesy displayed by a student or conduct unbecoming a student in a Catholic school whether inside or outside the school may necessitate a conference with his or her parents.

The purpose of this program is to reinforce values held in high esteem by parents, our school staff, and the Catholic community at large.  Some of these values include: respect for all people, respect for the property of others, and to create a school environment in which everyone can learn and develop their talents.

Another purpose is to teach our students to be responsible for their own actions and to teach them that the violation of a rule results in a consequence.  Finally, it is our intention to simplify the rules and make them consistent throughout the school, bearing in mind that there are certain classroom rules in addition to the school rules.

ST. FELIX SCHOOL RULES

These rules are to be obeyed at all times during the school year by all students.

1.    No one should participate in tackle games, excessively rough play, or other activities that may endanger their safety or the safety of another person.

2.   Boots are a necessary part of the winter uniform and are to be worn on the  

      play ground during snow months.

            3.   Only after receiving permission from the adult in charge may students leave

                  his/her classroom or supervised area.

4.   Children will show respect for all adults and students.

5.   Lockers, desks, books, phy ed equipment and all other property will be treated with care and respect.  The principal and teacher hold the right to make a periodic inspection to see that desks and lockers are neat and orderly.

6.   Students will keep floors, stairways and classrooms clear of litter and all obstructions.

7.   Students are expected to use appropriate language at all time.

8.   Students should be on time for all classes.  All students should be in their classrooms by 8:00 A.M.

9.   Students will reverently participate in church activities.

          10.   Rules for special events will be explained and reviewed prior to each event.

11.   Students are expected to respect the opinion and judgment of each staff         member.

          12.  The principal or a teacher should be contacted regarding questions on rules.

          13.   Individual classroom rules will be sent home by the classroom teacher.

DRESS CODE

St. Felix School requires students to wear uniforms. Please contact the office for information on purchasing these uniforms.

The current dress code guidelines are:

Boys:

            Royal blue or white polo uniform shirt – short or long sleeved

            White turtleneck

            Navy blue corduroy or twill (polyester/cotton blend) uniform pants

            Navy blue pullover or cardigan sweater – optional (no monograms, stripes, etc.)

Navy blue uniform walking shorts (polyester/cotton blend) (the length should be at least halfway to the knees)

            Navy or white socks

            Navy St. Felix School sweatshirt – optional

Girls:

            Plaid uniform jumper

            White or royal blue polo uniform shirt – short or long sleeved

            White turtleneck

            White uniform blouse – short or long sleeved

            Navy blue corduroy or twill (polyester/cotton blend) uniform pants

*No brand names or cargo or carpenter style shorts or pants.  A written note must be sent for an exception.  Without a note, a notice will be sent home indicating the nonconformity; the student has to be in dress code the following school day.

DRUG POLICY

If any individual problems arise, the teacher and principal will meet with the student and parents to decide a proper action.

“No student will knowingly possess, use or be under the influence of any controlled substances, narcotics, alcohol, other intoxicant or tobacco.  Nor will they sell, give away, barter, deliver, exchange, or distribute any of the above.”

EVALUATION

Parent-Teacher conferences are scheduled for all students according to the calendar sent out at the beginning of the school year.

Teachers are willing to talk to any parents who have a concern and, in fact, are very appreciative when parents call.  However, unless it is an absolute emergency, please refrain from calling teachers at their home.  You can call before or after school, or leave a message at the office and the call will be returned as soon as possible. Teachers may also be reached by email. Addresses are posted on our website.

Please check the St. Felix School website weekly for student events, grades, assignments, etc.  

Report cards are issued at the end of the quarter.  Various reporting is sent home throughout the semester.

 FIELD TRIPS

Field trips are a part of the child’s education.  They are designed to support the curriculum and introduce students to community resources and community service. They are a privilege. The teacher arranging the trip will distribute the necessary permission, chaperone request and transportation forms. Failure to return the form means the student may not go on the field trip and must stay at school.

 FIRE/TORNADO DRILLS

Law requires fire and tornado drills.  The teacher discusses correct procedure and acceptable behavior with the students.  Evacuation routes are posted in the rooms.

HARASSMENT

All allegations of sexual, verbal or physical abuse will be taken seriously and will be promptly investigated.  Students making fun of another student’s appearance, weight, nationality or disability are guilty of harassment.  All cases will be handled individually.  Students will be warned and parents will be informed of the situation.  Consequences may result in expulsion from St. Felix School.  There is no place for harassment in a Catholic school.

HEALTH

A nurse is contracted through the Wabasha-Kellogg School District to supervise the vision and hearing screening and scoliosis screening.  The school office personnel are instructed in proper student medicine distribution yearly and conform to these rules and regulations.

HOMEWORK

Homework, as a drill, to study, or a research activity, is an integral and necessary part of the learning process.  Children should be encouraged to do this promptly and carefully.  A suitable place and time are essential; encouragement and overseeing by the parents are critical.

Make-Up Work - It is the student's obligation to procure and complete work missed during an absence. If homework is to be picked up, please inform teachers in the morning as to who will be coming for the homework. Teachers will have assignments ready for pick-up after the regular school day.

ILLNESS DURING SCHOOL DAY

The principal, school nurse or the school office staff dismisses or approves the dismissal of a student who becomes ill or hurt during the school day. Parents/guardians are notified when the illness is reported. If they are unable to come for the student, they must make arrangements for a relative or other authorized person to pick up the student in the school office. No student will be sent home due to illness if no one is at home to be with the student.

LIBRARY/TEXTBOOKS

Students have scheduled classroom visits to the library.  The library books are there for their use, but are their responsibility when lent to them.  Fines are charged for damaged or lost books.  The library has an allowance of six weeks to return a misplaced book, after this time, you must pay $15.00 for the replacement of the book.  If the book is returned, your payment will be refunded.

Textbooks are on loan to students by the school and therefore students are responsible to take proper care of them.  When instructed by the teacher, students must cover their books and maintain proper book covers throughout the year.  Thanks to local businesses, we have St. Felix School book covers available for their use.  Students will be given book covers at the beginning of the school year for their textbooks and when needed, should request additional book covers at the school office.  Please do not use adhesive book covers as they damage the cover of books!   Book bags or backpacks are to be used to take books home.  If a student is found to have deliberately defaced, marked or damaged school materials or property, they will be asked to make restitution.

LITURGY

Children participate in liturgies.  Teachers and students plan these liturgies.  The school calendar and the parish bulletin publishes the date and time.

LOST AND FOUND

Lost and found articles are placed in a box in the office.  Please label all clothing and school supplies with a permanent maker. Encourage your student to check for lost items in the office when something is missing.

 LUNCH PROGRAM

Students and staff can participate in the daily hot lunch program offered by the school or may bring a cold lunch from home.  We participate in the state hot lunch program and free and reduced price hot lunch is available to qualifying students.  Applications for free and reduced hot lunch are sent home in the September packet.   The school menu is posted on our website and also published in the local newspaper.    Milk and lunch tickets can be purchased through the office.

MEDICATIONS

The parent/legal guardian must complete a Medication Physician Order and Parent Authorization Form BEFORE any medication will be given in the school.  All medication must be accompanied by a written physician’s order and parent authorization form.  Non-aspirin analgesics (i.e., Tylenol) require only the parent authorization form.

All prescription medications must be brought to the school in the original prescription bottle issued by a pharmacist.  Over-the-counter medication must be brought in the original, sealed, purchased container with the child’s name written on it.  For the parent/legal guardian and the child’s protection, an adult will bring the medication to the school office.  Students are prohibited to have in their possession any prescription or over the counter medication. Medications will be kept in a locked cabinet in the office and distributed by authorized personnel only.

PESTICIDES

Currently pesticides are not used on school property.  Notice will be sent home if pesticides will be used on school property.

PHONE CALLS

Students are to use the telephone for emergency calls only.

PHY ED CLASS

All students are to wear tennis shoes and are to participate in physical education classes.  Only recommendations from medical personnel will exempt a student from class.  Earrings may cause an injury to the ear when a child plays sports or physical play on the playground.  The school is not liable for injuries resulting if normal caution was taken for safe play.

SAFETY

When visiting or entering the school, parents, guardians, or visitors are to stop at the office. When arriving or departing by car, all students are to cross at the designated crossings.  Loading and unloading is to take place away from the bus area.

SCHOLARSHIP FUND 

Eligibility for the Adopt-A-Student is determined by the same guidelines as the hot lunch program.  Parents can receive up to a 50% reduction in tuition cost.   To apply, please request an application from the office.  The Amy Marx Scholarship Fund is awarded to one family in October of each school year.  Applications are available upon request in the school office.  “Seeds of Faith”, an annual Diocesan Scholarship, is awarded to families who have economic hardship.  Contact the school office for information.

SCHOOL PARENT ASSOCIATION

The St. Felix SPA meets four times annually in September, November, January, and April.  All school families are automatically members.  The Association is involved in numerous activities such as: the faculty Christmas gift collection, monthly paper drive, farewell teas for staff, recognition of school personnel during Catholic Schools Week, Secretaries, Staff, and Principal’s day, monthly committees, classroom prize boxes and school needs and improvements.

SCHOOL PICTURES

Individual and classroom pictures are taken once or twice each year. Notification of this will be given well in advance of the photography session. The school reserves the right to use student pictures in publications and on the school's website. Any parent who does not wish his or her child's picture used must notify the principal in writing prior to the beginning of the school year.

SCHOOL BOARD

The mission of the St. Felix School Board is to advise and provide direction for the school.  The Board meets monthly to review the budget, make policies and oversee the general operation of the school.

SCHOOL SUPPLIES

A school supply list is included in the August mailing and is posted on our website, at Ben Franklin and Scheel’s Super Valu, and is printed in the Wabasha Herald.

SIGNED PARENTAL AGREEMENT

Since handbooks are part of the contract existing between the school and the parents, all parents are required to sign and return the statement, “We have read and agree to be governed by this handbook” that is sent home in the first school packet. A copy may also be printed from our website. Copies are also available in the office for those who do not have web access.

STUDENT ACTIVITIES

St. Felix School provides numerous activities for our students:

1. School Patrols

In accordance with M.S. 126.15, the school establishes a safety patrol program if the needs of the school community require it. The safety patrol program is operated under the supervision of the 6th Grade Teacher.

2. D.A.R.E.

D.A.R.E (Drug Abuse Resistance Education) is a 9-week program to help the students in grade 5 recognize and resist the pressures that may influence them to experiment with tobacco, alcohol, marijuana, inhalants, or other drugs. D.A.R.E. Also helps the students learn how violence hurts everyone. This program's instruction is provided by the local police department.

3. Sports

All fourth, fifth and sixth graders are eligible to participate in basketball.

4. Band, Orchestra and private lesson

All fourth, fifth and sixth graders are eligible for any of the music programs.

5. Spiritual

All-school liturgies, prayer services and sacramental preparations are a part ofthe

religion curriculum.

6. Extra-curricular

The Christmas Play, Spelling and Geography Bees, 6th Grade retreat, Conservation

Field Trip, I READ Program, Nursing Home Music Programs, Catholic schools week

activities, Marathon for Non-Public Education and Field day.

STUDENT PARTIES

To avoid hurt feelings, all invitations for personal gatherings are to be given outside of school hours.  The exception is if all boys and/ or all girls of the same class are invited to the party.  We also request that you refrain from using school dismissal as the time and location of pickup for any parties not including all boys and/ or all girls of the same class. 

Birthday treats for classes are acceptable and fun.  We ask that you consider bringing a nutritional treat for the students.  If parents are delivering a birthday treat during school hours, please drop it off at the school office and it will be delivered to the classroom appropriately.  Because of classroom carpets, pop is not an acceptable birthday treat and should not be sent to school unless the classroom teacher has given prior approval. 

All food brought into school for classroom treats, birthday celebrations etc. should be store purchased.  Schools are liable for sickness caused by contaminated and unsafe food made at home.  Besides birthday celebrations, each class has approximately two parties a year. 

STUDENT RECORDS

Transfer of records will only be processed through written request; student files will then be forwarded to the new school.

TECHNOLOGY & THE INTERNET

Students must be responsible for accessing only appropriate web sites.  Unacceptable behaviors are: sending, displaying or downloading offensive messages or pictures, violating copyrights, trespassing in someone else’s files or revealing personal information.  Students are not allowed to change the settings on the school computers, such as screen savers, background, sounds etc.  Students who do not comply will forfeit their usage privileges.  Students and parents are required to sign a security policy before students are allowed to use computers.

VISITORS

All parents/guardians, volunteers or visitors must sign in at the office before going to a classroom. Parents/guardians and visitors are welcome for open houses, special programs and are encouraged to attend. Visitors who wish to observe classrooms are asked to make an appointment with the appropriate teacher and check in at the school office before going to the classroom. Persons not reporting to the school office will be considered trespassers and may be reported to the local authorities.

WEAPONS/VIOLENCE

It is the policy of all Catholic schools to maintain a learning and working environment that is safe and secure for students, faculty and administration.   Therefore, staff members and students are forbidden to possess, handle, carry or use any instrument on our school grounds or at school events that can be considered a weapon.

A dangerous weapon is defined as any firearm, whether loaded or unloaded, or any device designed as a weapon and capable of producing death or great bodily harm, any combustible or flammable liquid or other device or instrument that, in the manner it is used or intended to be used, is calculated or likely to produce death or great bodily harm.

The school shall take immediate action to investigate all acts of or complaints of violence.  The principal must by Federal law recommend expulsion for 365 days to any student who brings a firearm to school.  The principal may modify such expulsions on a case-by-case basis.  All threats of violence will be taken seriously and handled according to procedure guidelines in the Legal School Handbook.

Verbal abuse to staff or students will be dealt with on an individual basis. Such abuse may warrant in-school suspension and immediate parent notification.  After the third violation a student will be sent home for the day.  Continuous violations may lead to suspension or expulsion. 

YEARBOOK

The school publishes a yearbook each school year. Individual or classroom pictures are featured in the yearbook, as well as other photographs portraying the many activities and events that take place. Notification regarding the cost and time when the yearbook is available is sent to the parents/guardians.

Mandatory Criminal Background Check Policy: All employees as well as all school volunteers who have regular or unsupervised contact with minors are subject to criminal background checks. The school may decide not to conduct criminal background checks on school volunteers who do not have regular or unsupervised contact with minors, as well as vendors or independent contractors.

The following positions are subject to a mandatory background check:

Teachers, Coaches, Support Staff, Custodians, Substitutes, Food Service Staff, & Advisors
